South Tyneside Council

South Tyneside Council is the local authority for South Tyneside, a metropolitan borough in North East England that includes the towns of South Shields, Jarrow and Hebburn. Following the reintegration of South Tyneside Homes into the Council in 2023, the Council directly manages its social housing stock, including 4 high-rise residential buildings that provide affordable homes across the borough. Built mainly during the 1960s and 1970s, these tower blocks remain an important part of local housing provision. The Council continues to invest in building safety, maintenance and energy efficiency to provide safe, sustainable homes and support thriving communities.

The challenge

The introduction of the Building Safety Act created a need for to improve the way building information was managed. Accurate, digital records and building scans were required to bring key information together in a single, accessible location and support the process of the writing of Safety Case Reports. Without these improvements, the business faced the risk of being unable to fully meet its duties under the Building Safety Act, making compliance and effective building safety management more challenging.

Twinnedit's approach

Twinnedit adopted a measured, collaborative approach to ensure the project was delivered efficiently while keeping customer safety at the forefront. Working closely with multiple departments, the team coordinated activities, managed deadlines, and maintained clear communication throughout the process. Accurate, reliable building information was captured and validated to support compliance and informed decision-making. Building surveys and scanning were carefully planned to minimise disruption to residents, allowing day-to-day activities to continue. By combining technical expertise with proactive project management, Twinnedit delivered a structured, customer-focused solution that met both operational and regulatory requirements.

The outcome

Twinnedit has significantly improved the way our building information is managed, with all key documentation now stored in one central location, making it much easier to access and locate. Virtual walkthroughs and digital surveys enable staff to quickly obtain accurate measurements and information, reducing the need for site visits and saving valuable time. For example, details of a damaged door can be assessed remotely using the resources such as the measuring tools within the walkthrough. The survey videos and floor plans have also improved safety within the business by reducing the need to work at heights, with on-site access only required when necessary. Twinnedit has also helped the business provide accurate and reliable information to not only produce Safety Case Reports but, also help us to understand our buildings better which in turn makes a safer environment for our residents, staff and visitors

Looking back

The greatest value delivered by the project was the detailed building walkthroughs and the production of accurate drawings, which filled a significant information gap as no comparable records previously existed. These outputs have provided a much clearer understanding of the buildings and are supporting future maintenance and investment planning. If starting the project again, we would engage Twinnedit at an earlier stage. Doing so would have enabled us to gain a deeper understanding of our high-rise buildings sooner, helping to identify priority areas for improvement and make more informed asset management decisions.
